Isaac Boateng is a Deputy Director in charge of Technical Regulations at the National Communications Authority (NCA) with over Twenty (20) years of professional working experience in the ICT and telecommunications industry.

Some of his accomplishments at the NCA are the establishment of ICT Device Testing Laboratories (SAR, RF & DTT Labs), drafting of 2G, 3G, 4G, BWA, MVNO, IWCL and ICH Regulations and Licences, Network Quality of Service (QoS), Traffic and Anti-fraud monitoring and enforcement, Equipment Authorizations (type Approval) Regulations and Technical Training.

Mr Boateng is currently a Vice Chair of the Telecommunications Advisory Group (TSAG) of the International Telecommunications Union (ITU) headquartered in Geneva. Prior to that, he was a Vice Chair for ITU Study Group (SG11) on Signaling requirements, protocols, test specifications and combating counterfeit products from January 2012 until March 2022.

 

He is the Chairman of ITU Conformity Assessment Steering Committee and the Chairman for the ITU SG11 Regional Group for Africa.

 

He is an ITU and Africa Telecommunications Union (ATU) Consultant and has trained several ICT Regulators on network Quality of Service (QoS), Conformance and Interoperability (C&I) Testing in the ITU Africa Region. He is a rapporteur and editor of several ITU Recommendations and Technical Papers.

 

Mr Boateng holds a M.Sc. in Electronics and Computer Engineering (BRUNEL UNIVERSITY, UK), with specialisation in Wireless Communication Systems, B.Sc. in Physics (KNUST, GHANA) and formal Adjunct Lecturer at the School of Technology, Ghana Institute of Management and Public Administration (GIMPA).

He has been a Board Member for the Radiation Protection Institute (RPI) of the Ghana Atomic Energy Commission (GAEC) since 2017 till date.

He is also a member of the Bank of Ghana Payment System Advisory Committee from 2021till date. He is also a member of the following Professional and Standardization Institutions:
